- IRS Notice 2026-05 clarified certain HSA eligibility considerations for specific direct primary care arrangements, a subscription-based healthcare delivery model cousin of concierge models, beginning in 2026, though the report notes eligibility depends on structure and compliance with defined criteria, and terminology alone does not determine tax treatment.
- Physician burnout and early retirement trends continue to shape workforce supply, and membership-based models are characterized in the report as one structural response to sustainability pressures rather than a cause of physician shortages.
